Instructions
- 1 Preheat the oven to 350 degrees F (175 degrees C). Butter a 2-quart casserole dish.
- 2 Sift flour, white sugar, and baking powder together in a large bowl. Add raisins and stir in milk. Spoon batter into the prepared dish.
- 3 Combine brown sugar, boiling water, butter, and vanilla. Gently pour over batter. Do not stir.
- 4 Bake in the preheated oven for 30 minutes. Serve warm.
